WPC Equipment Type Approval (ETA) is a mandatory certification issued by the Wireless Planning and Coordination (WPC) Wing of the Ministry of Communications, Government of India. It is required for all devices that use unlicensed wireless frequencies (such as Bluetooth, WiFi, ZigBee, etc.).
The WPC Wing is responsible for managing and allocating radio frequency spectrum in India. Any device that transmits or receives wireless signals must comply with Indian spectrum regulations and obtain ETA before it can be legally imported, manufactured, or sold in India.
WPC ETA is separate from BIS (Bureau of Indian Standards) certification and IMEI registration, although many electronic devices may require all three depending on their category.

Yes. CE (European) and FCC (USA) certifications are not valid in India. India has its own spectrum regulations and frequency allocation plan. However, CE/FCC test reports can significantly speed up the WPC ETA process as they serve as supporting technical evidence. WPC will still require a formal Indian application and may also require specific tests per Indian standards.
No. A single WPC ETA application covers all the wireless technologies in one device/model. You declare all the wireless technologies (WiFi 2.4 GHz, WiFi 5 GHz, Bluetooth 5.0, etc.) in a single application, and WPC evaluates them together. If you have multiple product models/variants, each model needs its own separate WPC ETA application.
For genuine R&D samples (small quantities, not for commercial sale), WPC provides a temporary import permission for testing and evaluation purposes. This is separate from ETA. InteLegal can assist with this process as well. However, any commercial import or sale requires full ETA approval.
Selling, importing, or using wireless devices without WPC ETA is illegal under the Indian Wireless Telegraphy Act, 1933. Penalties include: (1) Goods confiscation by Customs, (2) Fines, (3) Criminal prosecution and imprisonment in severe cases. E-commerce platforms are increasingly strict about WPC compliance and may delist non-compliant products.
